As with any fulcrum point in history\, the period 1919-1921 brought about rapid change as a devastated Western Europe sought to rebuild itself. Nowhere was this truer than in Belgium where the catastrophic effects of the German occupation brought about the near complete collapse of the country’s infrastructure\, which included the Belgian Postal Authority. \n\n\n\nThis presentation will focus on one small aspect of the challenge of rebuilding a devastated postal system as it is reflected in the post-war imprimé or printed matter rate. The focus of the presentation will be on Belgium’s first 3 centime stamp. \n\n\n\nFollowing the cessation of hostilities\, the Belgian government at once dismissedthe punitive postal rates imposed by Germany and returned the rates to their pre-war levels of 1 centime. However\, almost immediately it became apparent that additional revenue had to be generated in order to fulfill the needs of a new postal system. This necessitated a raise to 2c for the imprimé rate in November of 1919. This increase also proved to be unsatisfactory and so a decision was made to raise the imprimé rate to 3c beginning on 1st January 1921. This general increase of rates\, the third such in three years\, was met with widespread disapproval. \n\n\n\nThe rapidity of the decision to raise the imprimé rate meant that a 3c stamp was needed. A new plate had to be created for the printing because Belgium had never had a 3c stamp before. Rather than undertaking the creation of completely new issue\, it was decided to adapt the 1915 King Albert I series\, adding a new value tablet and using a pre-existing plate to rapidly create the newly required stamp. The resulting stamp\, which was printed in an unattractive\, dull gray colour\, was poorly executed because of the already worn\, previously used plates. Almost from the beginning it was despised by the public and served its principal purpose for only two-years\, before being replaced. All of these factors have gone into making this stamp one of the least studied classic stamps in Belgian philately.
